2004 90hp Johnson Trim issue .. only comes up half way

Well, it goes down just fine when docked and running. But, it only comes up half way after I lower it all the way down again.

Does this sound like a relay issue or a trim stop setting?

At this point, I am loath to try and get it out of the water as I think I might be dragging the skag.
 
There might be a tilt limit switch.-------Look for it on the tilt tube.-----No tools required to adjust I think.

Score!!!

The tow rope had gotten under the area right below the motor where the limit control lever was.

5min fix, no tools, just a rag to sweep out the creepy crawlies.

All good now. Won't have to cancel my son's fishing trip.
