Yamaha 9.9 - sparks have no fire and pulsar is not delivering voltage

Hi, I have a 2001 Yamaha 9.9 ELHZ outboard motor....

Just bought the motor with electric starter. Was running great and after I took 5 day break, the motor start works but the motor will not catch (ignite).

We've measured all the connections: starter, power etc. are all good. Start invokes and turns flywheel.

The pulsar only generates 0.49 V when starting. (I ordered a new pulsar with no change).

Machanic friend I are scratching our heads. Anyone have idea?

I plan to replace CDI and see if that is the problem but I don't believe it is???

The Charger is producing 4.9V which is within spec.

Not sure if CDI will fix this.
 
Didn't see anything in troubleshooting for "Engine will not start"... will try to check it???
Should the oil pressure light flash when starting?
Key issue is that there is not fire in spark plugs.

    Spec Measured
    Open 95V 0.3 V
    Connect 90V 0.03 V


  • Page 8-9 Charger Coil Wires (Br-L)
    Spec Measured
    Open 100V 96-101V
    Connect 150V 6 V *** CDI issue


  • Page 8-9 Pulser Coil Wires (WR-B)
    Spec Measured
    Open 4.0V 1.8 V
    Connect 2.5V 1.4 V
