1984 Mercury 650 65HP manual tilt wont lock

I am having an issue with putting my 65HP mercury in revers it pops up and wont lock in place.

A 3 cylinder or 4 cylinder ?---Post your serial # here so we can compare apples to apples.

this is a 3 cylynder serial number 6550164?

Does the hooks move freely by hand? If it does,drop your lower unit and have a look and see if the ramp is in position,see pic

I downloaded this file it looks a lot like what I have and the portion that is under the bar with the hooks I am not sure I have. #21-#26

You need both,when you're in neutral and reverse,21 rides up 26 and pushes the hooks over the tilt pin to lock the engine down

You should have something like this,preferably minus the rust

hi I have a mercury 65hp 650 outboard
I can’t get the engine to lock ready for putting it
on the trailer
how does it lock ??
