83 mercury 50 hp manual tilt

hey guys new here,but not to boating,have been around boat my whole life,65 years old, just pick up a boat with a 80s 50 hp merc,cant seem to get it to lift up,has the 2 shocks on it, i moved the 2 levers eather side up and down,i took shocks off thinking they might be froze,of course 2 of the studs broke off, some 1 told me it has to be in forward to lift, cant get it to lift? thanks
 
Sound slike the reverse lock catch is stuck. Look under the clamp brackets The catch grabs the tilt pin.
