Hello, Is there a oil blow by if athere is to much oil in the engine. when i take the boat out to crab it will get oil in the cowling below the motor at the telltale. that in turn puts a terrible sheen on the water wherever I go. when I check the oil itis still fine on the dipstick. Not sure what it is doing.

You did not mention model. Yes. over full oil will cause the breather to have oil coming out. But you may have an actual leak. See if you can find the source of the oil.
