mercury 40hp electric start issue

2016 Mercury 40HP outboard.

The electric start wont work on a cold start. I can do the emergency pull start and the motor runs fine. If I turn off the motor and start it back up with the electric start it'll go again.

Any ideas why it won't work on cold starts?

The boat is new to me so I don't know anything about it's history. Previous owner says there's maybe 20 hours on the motor and has had no previous issues :/
 
I should have been more specific. On cold starts it does a 1/4 crank then stops. The starter piece is rising, but again only cranks about a 1/4 turn then nothing.
 
If you're saying what I think you are, the starter bendix is not rising all the way up to engage the flywheel correctly. If so, remove the starter and the bendix, clean and lube it, and see if that cures the problem.

Alternately, you might have a weak starter, low battery or bad connections. That will cause this as well.
