1984 Chrysler 140 Outboard

I took my Chrysler 140 out for the first time last weekend and had two issues arise that I need help with. First problem, when I got it home I noticed oil coming out of the spark plugs. I read that I need to torque them down to 20 ft lbs, is this correct? Second issue is when I opened it up it did not reach full RPM, almost sounded like it was flooded. After awhile it did start to reach full power but when I slowed it down I couldn't get it back up to full speed again. Then after awhile it would again. I'm scratching my head. Any help would be appreciated.

Oil from the plugs??? That's a new one for me!!
All cyl. or just 1 ?

Check the fuel pump diaphragm and for water in the fuel for performance problems.
Do a compression and spark test.
What model#
 
The model number is 1408H1D-1981. I will do a spark test and compression check. My only thoughts are why did it perform as advertised about half the time and bog down the rest. I understand this is an old engine but I love the old Chrysler motors. I know I'm the only one that likes old Chryslers.
