Starboard side of engine overheats

Please Help.

I have a 1988 Baja 230 Force, completely rebuilt with a chev 396 engine also rebuilt.
Engine works fine, New impeller, starboard engine side overheats like its not getting
enough water. Removed the thermostat to see if this made a difference, it didn't.
Checked water distribution tee to see if both sides are getting the same amount of water.
It looks like they are, What could be the issue??

Thanks for your help.

You mean the manifolds are hotter on one side, correct? That's caused by a blockage in the water flow on the hot side.
