Very little water output on power head

Have a problem with engine making oil and last time I had the boat out I noticed there was little to no water output. Is it possible to have back pressure from the motor (blown head gasket) that may retard water pressure or fo I also have a bad water pump.
 
That would be a SUZUKI motor with JOHNSON decals.---------Install a new water pump impeller first.-----In the last week alone I have looked at 2 Johnson 70 HP motors where folks have been running it with no water to the impeller.----Simply unbelievable to me.
