Johnson 1998 5hp problem after rebuild,help

Johnson 1998 5hp 2stroke I did complete rebuild new piston and piston rings,bearings and seals all new except crankshaft.
Carb cleaned,new membranes,new fuel filter
Problem is now it wont start,it has spark but no start,spark plug is not new(tommorw i will buy new and try) but spark on this one seems good,also spark plug is wet it means fuel is coming to the cylinder but no start at all.
Dont know what else to look,does anybody have some idea?

Carb cleaned or carb overhauled?
Plug wet,with gas,oil,water?
Flywheel torqued down?check key.
 
Carb cleaned,spark plug wet of gasoline.
Key switch is okey already checked
Flywheel tightened with hand not torqued,big difference or?
So there is spark and gasoline is coming all the way to spark plug,but no start at all,could be timing of ignition or something like that? Any adjustments on that one?
