9R69S Throttle handle question

Hello,
I have a 1969 9.5 hp Johnson
9R69S. I am going through it to get it running after sitting unused for 20 years. I used it for about 10 yeasr in the '90's and was running good when "put away."
The question is about the twist action of the throttle handle. It does not spring back. It's been so long I can't remember if it is supposed to spring back like a motorcycle
throttle?

Thanks so much for responding. Yes the coils are good and points. And about to check for spark quality. The throttle action is smooth and my mind is at ease now about the throttle handle not springing back.
