Johnson prop selection

1654 with a backplate and 60hp johnson that has a14x17 prop only doing 28 mph with two people is that normal? I believe the motor is a 20inch shaft with 13 splines. 95% of the time it's two people with an ice chest in the boat.
 
What model 60 HP ?----1964 / 1970 / 1986 / 1998 ??----First make sure the motor is producing the power stated on the decal.----Then make sure there is nothing wrong with the boat.-----Then use a tachometer to select the best prop.
 
Right, more information needed. Compression test too. Then rpm's will tell the story. Sounds like a lite load, low rpm will require less prop, high RPM will require more prop, like the 13.25 x 18 Raker I just shipped to Indiana. If you need "more" prop, I might have one on the shelf here.
