Carburetor questions.

I'm getting tiny spurts of gas coming out of the carburetor. It's accumulating quite a bit. Also upon acceleration that seems to be in a bog and then without giving more gas, it takes off runs good. But there is gas accumulation under the hood. 88 40 horse Evinrude.
 
Good compression. I'm told I need to replace Reed valves. Is that something you can just take out and put back in from the manifold or do I need to remove the carburetors and then the manifold?
 
How did you determine that reeds need replacing ??----Buddy suggested it ?------What other trouble shooting have you done ?
 
Tiny spurts of gas are coming out are the carburetor. upon acceleration, goes into a bog and sits there. Then suddenly blast off and runs fine until the next time. Floods sometimes won't crank right up.
