Tohatsu TLDI 90 -06 problems

Here´s the image of the link rod. I assume it´s as it should be in neutral position.

Even though all measures were as they should with the TPS, I´m still confused about it.

TPS has so much "loose" that when I gently touch the TPS, first engine almost dies and then revs up.
And due to that loose when I use the throttle it first pushes TPS pole sideways and then forward. And that sideways movement causes engine to cough.
