4 cyl not working together

Hi... I have a 1992 mariner 100 hp 4 4cyl, I rebuilt the carburators, new trigger, stator,cdi, regulator, in low iddle the 3 and 4 not working , have a new spark plug and all 4cyl have strong, spark but in adle engine hesitade... This did engine use only 1 and 2 in low iddle or suppose all 4cyl work together.in high speed work perfect but not in iddle.. All 4 Carburat was rebuilt..when I disconnect the num 1 engine shoot off, but when I disconnect 3 and 4 still running... Help please

At idle the # 3 and 4 cylinder do not work !!-----It was designed that way.----The bottom 2 cylinders kick in at 1800 RPM +-----Find a manual and work with that.
 
That is a 2+2 motor as it idles on cylinders 1 and 2. The other 2 kick in at 1800 rpm as was mentioned above. They accomplish that by not having idle circuits in the bottom 2 carbs. They only allow enough fuel mix through for lubrication. As was indicated above buy a FACTORY MANUAL.
