2001 Mercury 115 not holding prime

Evidently my sons Mercury 115 ran out or low on oil. It would not start. He filled it up with oil. It started and ran for a few seconds and shut off again. It would not start after that and now no longer holds its prime. He can smell gas but can not tell for sure where it’s coming from. Any suggestions to what might be wrong or what can be done or both? Thanks.
 
First thing is to buy the Correct Mercury Factory Manual. Yes you can do the compression and spark test yourself. Most auto parts shops now have loan a tool and the spark tester is around $10. You want the spark jump at least a 7/16" air gap. You need to make sure of the health of the motor because running out of oil could be a BIG problem. If those 2 things are good look at the carbs and the fuel pump.

There should be an alarm for the oil tank running low.------Find it test it !!!--------Do the compression test now.-----Find out if the oil pump is still turning.-------At any rate this is sounding like an expensive lesson here.
