Metal behind prop shaft seal

I'm about to head out this morning to take the kids tubing. I noticed a piece of metal caught INSIDE the prop. The second picture shows the piece of metal on top of the lower unit. I had to remove the prop to get it out.

The first photo is showing a bearing carrier inside the lower unit. It has a thick piece of old rubber caught inside.

Anyone have any idea what the metal and rubber are? I've been slowly losing drive oil but nothing drastic. I don't see where the piece of metal could have come from and I do not see how it could have gotten into the prop. Is it safe to take out for a short trip?

Thanks everyone. After your suggestions I looked at some pics and it is definitely an exhaust shutter. So I tore apart the risers and turns out both of the exhaust shutters were present and accounted for. I believe that the previous owner had an issue, replace them, but failed to get all the parts that fell down into the exhaust.
