70 hp Johnson fouling plugs.

Hard starting Cantankerous motor. Some days runs and starts like a dream. My top two spark plugs are black and the third plug looks new.
 
Is this a 1974 model or a 2001 model.----Post model # and post results of a compression test.----Plug will look new if there is no fuel.-----No spark.----Too much fuel.-----Poor crankcase compression.
