2000 5.0 TBI Won't Start Without Throttle

Hi all, I've searched and searched and cannot find any one with a similar issue as this. Twin 5.0 TBI motors with Bravo IIs on my Sea Ray....all of a sudden within the last month, the port engine will not start unless I give it throttle....once it starts with throttle, runs great! The stbd motor starts up by just hitting the switch and don't need to touch the throttle. I had the motors out over the winter and just about rebuilt them (no internals). All new ignition, water pumps, timing covers, oil pans, plugs, wires, etc. etc. First few times out it started just like the stbd motor just by hitting the key, now I need to give it 3/4 throttle and it fires right up and I bring it to idle and it purrs. Any thoughts? Do these motors use a "cold start" spray of one of the injectors? Maybe it's not squirting that startup initial spray.....haven't pulled the arrestor off to see what's going on yet, but will do so this weekend.....just looking for a possible direction.
