1989 Johnson 175 High temp alarm?

I have a 1989 Johnson 175. Every time I run the boat at full speed for more then a minute the alarm (which I am guessing is the high temp alarm) goes off. It is a constant ring and will not stop unless I cut the boat off and let it sit for awhile. I can idle around for as long as I want to and the alarm never goes off. It happened once before on another trip but it went away completely after I let it sit, now it is every time I go full throttle. Also water was coming out of the pee hole every time. What would be a good place to start?
 
A part called a water deflector / diverter.-------Found in the water jackets.-----They guide water around for proper cooling.------And just so that you are aware , water flow from the tell tale is NOT an indication of proper cooling !!!-----That water does not even circulate through the block !!
