Be 150 overcharging

I am a new mechanic at a marina with over 140 boats. Most of which are 150 and 200 hp Honda outboards. I have one that is overcharging the system. At start-up it is reading 14.5 volts but within seconds jumps to 16.75 and stays there. I have replaced the battery, checked all the connections for tightness, and replaced the alternator twice. Still overcharged. Its on a 2020 Manitou with a Garmin style display.
Any ideas??
 
You've covered both possibilities, that is voltage regulator ( or complete alternator) and battery, I assume you have checked this voltage with a multimeter at the battery terminals?
 
Try swooping the ECU with another motor although I'm pretty sure that doesn't have any control over alternator output.
 
Try a different battery. If one of the battery cells is dead or defective that will cause an overcharging condition.
