First of let me start with Hello I'm new here. Name is Billand I hail from the Buffalo NY area.

I am looking for help with my engine. I have an 88 Islander 22' with merc cruiser 165 3.7L
When I am trolling at 1-2 mph, it loads up with carbon and wants to stall. If I put it in neutral, and rev up engine, a cloud of black dust like stuff comes out of the exhaust and floats on the surface of the water.
After reving the engine several times, it seems to clear and runs fine.

Is this something that is caused by the wrong spark plugs (to cold)
or perhaps it has something to do with a carb. adjustment?

I don't know the answer, that is why I am asking for help here.

While at low RPM, your engine is operating from the carburetor's low speed metering circuit.
If this circuit is providing an excessively rich mixture, the engine will load up and want to stall out.

Try adjusting the low speed metering to a more lean scenario.

I ordered a rebuild kit for the carb and had a friend rebuild it. (Excellent Mechanic)
Mounted carb on motor, waiting for a break to set timing and idle.
 
Update: I had my carb rebuilt, reset the timing, What a difference that made, I can troll at low speed all day and when it's time to head for home, I have all the speed I could want.
