1994 PCM 5.8 fuel pressure

I’ve got a 1994 Natique with a PCM 5.8 Protech injected engine. It’s been running rough and stumbling intermittently. Fuel pressure at the Schrader port is showing 17 psi on the rail. That seems low to me but I can’t find the spec anywhere. Can some one please tell me what the pressure should be
 
The only value I can find in PCM literature is for a 1995 5.8L MPI system...and it is 39 PSI and also cites the engine as in the GT40 configuration...and the pump need to maintain adequate pressure acrosss the RPM range.
