tiller to control

i have a 2000 35 hp johnson, ser #J35TEL3SSB.
i know its a tiller, but i would like to add cables to it. i have most all the connections. the gears work fine , but the throttle seems to be a bit of an issue.full throttle the cable moves forward,but on the fuel level wants to go back ward.
can some one steer me in the right direction. can this be done?
 
As far as I know the controls for a regular Johnson is the same as the 3 cylinder motors.------Perhaps look at your hook-ups again.
