Mercury 60hp EFI 4-Stroke

Hi,
New to the forum but really looking for some ideas to help :)
My engine runs up to about 3,200 rpm and sounds like it is starved of fuel.
Have checked plugs, stripped and cleaned VST and replaced HP pump
Checked coil units by swapping a new unit between each cylinder and no change

Every now and again the engine will kick into life and rev to 4,000 revs quickly then have a slow run up to about 5,500 and sit there quite happily.
There are no alarms from the guardian system either.
Out of the water it has no issue running up to full revs in gear with muffs on so it is a problem under load and it just sounds starved of fuel.
I have a low pressure pump to try but beyond that I cannot think of anything else as it does not miss or backfire in anyway.

Does anyone have any other thoughts or have you had this problem?

Any help would be really appreciated
