fuel/oil puddling in lower cowling

1990 Johnson 140hp v-4 - When the engine is tilted fuel/oil drips and puddles in the lower cowling. Will rebuilding all 4 carbs solve problem? I was under the impression that excess fuel/oil was recirculated back to the cylinders for reburning.
 
Carburetors when full will likely leak when engine is tilted.-----Are there any loose / cracked / damaged hoses near the carburetors and fuel pump ?----Is hose item #39 hooked up ? ---it is a drain from air silencer box that goes to engine block.

racerone - thank you for your timely reply. I am in the process of rebuilding all 4 carbs and will be replacing hoses to carbs, fuel pump, etc.
Also would like to have a diagram of fuel hose routing to the carbs as well routing of recirculating tubes to the front half of crankcase.
