225 fuel injection Evinrude year 2000.

Motor ran good all morning long. Slow down. Attempted to take off again and motor topped out at 2000 RPMs. After about 5 minutes the motor was able to start gaining RPMs again. What could be the cause on this motor ?
 
Bell,whistle,horn,lites? Gained RPM again to what? Did it only do this once?how did it run the rest of day?more info is needed.in answer to your guestion. Spark,fuel,compression,and the ability to exhaust.
