Nissan NSF5BS fuel coming out of the top of the carb

Hi. I'm new to the forum, searched the forum before posting, but couldn't find an answer to my question. If it's out there, I apologize.

We replaced this carb 2 years ago and the engine has run reliably and well since. Yesterday the engine would not start and there was fuel in the water behind the boat. I removed the engine cover and found fuel coming from a hole in the top of the carb, when i tried to start the engine. When I blocked the hole with a screw (pictured) and started the engine, it fired up perfectly. What is that hole there for and why has fuel started coming out where none came before? Thanks for your help!
