1988 force 125hp throwing fule by the water overflow

hello everybody,

long story short.....my boat was in a "secure storage" until January 2020 when I decide to get it ready for a new season.
when I was checking everything in the inside I noticed that some wires were unplugged...… someone stole the whole electrical system.
luckily I found a similar motor and just switched the whole thing with the help of a mechanic friend. In the mean time I clean the carbs, put a new starter and spark plugs. I've been trying to start the motor but no luck yet. recently I noticed that is throwing a lot of fuel where the water is supposed to be flowing from the impeller.
any idea what it could be? thanks in advance.

Fuel out the exhaust?
Anytime there's excess fuel I'd check the fuel pump diaphragm.

No spark?
You check the safety switch ?

I will check the fuel pump diagram. theres spark in all the cylinders.

the kill switch seems to be working good.
