1959 Mark58a magneto issue

I'm rebuilding a Mark58A Thunderbird motor. I'm putting everything back together and it all looks right, but when you move the throttle the whole mag turns. What could I have done wrong or be missing?
 
The magneto turns first then when it stops "fingers" move the rest of the way to open the throttle. There is a stop for the magneto "spark advance" and one for the throttle. Make sure the points are set at .008" opening - if you haven't moved the spark stop then it should be OK but if you have then you'll have to re-time it at .235" BTDC.
