OK so I acquired a 88 Evinrude 28 spl. Before I did anything there was rough idle issues and would shut off. So I rebuilt the carb and fuel pump, put in new plugs, new water pump kit, rebuilt the lower unit and resealed, new thermostat w/seal and fresh fuel. Once all together I ran it and it still has a terrible idle. If I go to high idle it will sometimes, very rarely reve up, but most of the time it boggs down and will shut off. It will start right back up. I have three low idle needle 1 1/2-2 turns out. This is a electric start w/controls. Can someone one give me some useful feedback with this issue.
