Water spraying from motor. Evinrude Sportwin 9.5 horse

Looks like there is a crack in the cover that the rope pulley assembly attaches to and water is spraying out while the engine is running. Any advice on changing that cover? Looks like there is another cover that will have to be taken off to get to it. Thanks
 
There is a wee gasket under that cover.------Seals a water passage way on the cooling system.------Remove the 2 screws and pull the recoil sideways.----Should allow you to see what the problem is.
