New VST with or without new cooler-2006 60 HP Bigfoot 4 stroke EFI

Narrowed issued to my VST. No real pressure out of scharder port.
New vst with cooler is $ 800 without cooler $500. What can require a new cooler?
Have not seen any thing on maintenance of cooler unit.
Working on 2006 4 stroke 60 HP Big Foot.
issue is either VST or injectors. Manual says work VST first.
Any comments appreciated.

If you have no/weak presuuse out of VST either the sleeve on high pressure pump has failed, fuel pump weak or low fuel supply to VST resulting in aerated fuel
