Yamaha 40 Tilt Trim Question

Can anyone tell me if my motor is equipped with both power tilt and trim? It is a 1987 Yamaha 40ETLH 2 stroke. I have attached a picture of the tilt assembly. I thought it had tilt and trim but when driving the boat the motor won’t trim up, but it does trim up and down all the way well on land or at slow speeds in the water. This makes me think my motor is only equipped with power tilt, like some other older outboards I’ve seen. I checked the fluid and it was full. Thanks.

Yamaha calls it a power trim and tilt assembly but is looks like just a power tilt assembly to me.

What does your owner's manual say?
 
Yes, the motor was all the way up. I added a very small amount of automatic transmission fluid but as soon as I did it ran over because it was pretty much full in the first place. There were no visible leaks.
