2002 115hp 2 stroke issue

What is the idle RPM? How long has this been an issue? Did it ever work right? What is the actual model?
 
Just did compression check today and got 155 on all 4, changed prop apparently that was under sized, checked all fuel lines/ filters, so going for test drive tomorrow, not messing with carbs no nothing about them might just take it somewhere for that but that’s next step if this doesn’t work, also heard about motor possible running in “safe mode” not sure if that’s is true or not oh and adjusted idle to 700

What is the compression specs for this motor? I’m pulling about 155 on all cylinders is that normal or too high? If too high what could cause it to be high?
 
That's good compression. Too high is usually due to carbon build-up. A good decarboning helps everything.
 
Well still only getting 2600 rpms any suggestions on what could be causing this? Will rev up when not in water as soon as load only getting 2600rpms
