2007 90 hp stator and regulator test

i have a 2007 90 hp 2 stroke 1b513442 outboard that is not charging the battery. does anyone know the multimeter tests for the stator and the voltage regulator for this engine?
 
so if i get 17 ac volts on each wire my problem is most likely the voltage regulator? also i forgot to mention the tack jumps around sometimes and sometimes reads normal.
 
You will get <> 17v across the yellow wires, if you get a reading yellow to ground you have a problem the stator is an AC generator, the rectifier changes it to DC. The jumping tach makes it sound like it could be the stator.
 
i am getting about 17 volts at idle across the yellow wires and the volts go up with rpms. i am getting about 8 volts at idle grounded to a cylinder bolt to a yellow wire.
 
What voltage are you getting across the red + on the rectifier and ground? it should be 13 at 1000 rpm and go up slightly with rpm increase. You should also see 13v across the battery posts.
