2001 115 can not get above 2500 RPM

Yamaha F2001 115 HP
Advancing the throttle can not get over 2500 RPM. Same in reverse . OK in natural over 5000 RPM
All fuel filters have been changed , Using a separate fuel tank, vent open. injectors have been changed.
Engine has a fuel pump going to the fuel rail than the injectors.
Could it be fuel pump. What is the PSI ?. I has also a fuel pressure regulator , how does that come into play. Can it be checked.?
Any help would be appreciated.
 
I found the problem . It was the throttle position switch. The switch on the left side of the engine . It read open all the time when the throttle was advanced and returned.
