1999 Honda 90 HP Tilt/Trim

Hi All, I have a 90 Honda that has no trim/Tilt, the motor runs,
but no movement, any thoughts on what to check/test?

I had my 1997 Showa TnT unit rebuilt last year due to leaks at all 3 rams. I took a few pictures before sending it to the rebuilder. In this pic you can see the fluid fill cap in the upper left and the release screw bottom of picture just below the motor. I'm no expert but there are several things that can go wrong, fluid level is the first thing most would check first.

Fluid level is good, interesting note, that the manual release worked at first, meaning when we opened
it, we were able to lift/lower the motor, now it doesn't seem to release, I'm wondering if there is a damaged
O-ring on the manual screw/valve, and it is blocking a port?
 
Yep! I bet you are correct. At any rate, the release valve not allowing the "release" of the outboard is a probably a good clue as to what may be your issue.
