1991 commander with directional challenges

I have a 1991 Commander with a 4.3l Yamaha Sterndive. So had a repair shop replace the bellows, and has since gone out of business. The issue is that when pushing the throttle forward the prop spins in reverse and the opposite when placed in reverse. Is this an issue where the lower unit has to be dropped or is it something I can correct. Thanks in advance for any help or direction to turn.
 
Good news is that the shifter works. Sounds like someone put the cables back on wrong. While I'm not familiar with Yamaha drives, they appear to be Mercruiser clones to some degree.
