Default Overheating manifolds after installed new

My raw water cooled 360 manifolds get very hot after I just installed them brand new Osco. Replaced both sides; manifolds, risers and elblows. Checked water flow into both manifolds. It is good, so is outflow from the exhaust. Using correct gasket with the hole in the top between manifolds, risers and elbows. Baffled any ideas guys.

Are the copper tubes that flow water from the front to the back inside the manifolds installed?
