Repairing deck on fiberglass motorboat.

I’d like to replace the deck on my 1985 Bayliner Capri with some exterior plywood and fiberglass mat. There is a metal fuel tank under the deck about two feet in front of the transom. I’d say it’s about a 25 gallon tank. I bought the boat in Phoenix, and it still had some fuel in it. Tank never leaked, it seems, on the four hour trip to northern Arizona. Is it safe to go ahead and reglass the deck over the tank? I really don’t want to remove the tank for inspection. I’d rather add more fuel to the tank and see if it does leak at all. What are the options?
 
The hull fuel tank is o.k. It made it to about 4 psi. Here are photos of the deck repair. Two cross beams had to be replaced with new exterior plywood. P1010012 (2).JPGP1010016 (2).JPG
