290 Trim gauge not working

Had a rebuild lower unit installed. Now the trim gauge doesn’t work correctly. It’s an older square style led gauge and a red light blinks and the numbers bounce around before settling at 47 or so. I unplugged the sensor and it did change but went to 65. Red light still blinking. When working it was showing -6 all the way down but I can’t get it to single digits now and it doesn’t change much if at all when trimming. Any ideas on what to do? Bad sensor on new unit?

Another issue I’m having is that the up limiter is always on. I used to be able to tilt the engine up a bit before it limited but now I have to push the bypass button to raise it at all. Is that because the sensor is showing it at 47 all the time?
