25hp yamaha tiller

i purchased a used aluminum boat with a manual start 25hp yamaha tiller steer, i would think the motor is about 15 to 20yrs old and runs good, problem i am trying to figure out is how to kill the engine, the previous owner said just crank it all the way down to it lowest on the handle and it will stall, it does not stall. am i missing something how to kill the engine
