1980’s 70 evinrude start fine but when go to get on plane it bogs Down when I raise motor it will eventually get on plane and go once it goes it’s good to go for however long can tell when it Boggs down its not getting gas because fuel filter is not full with gas anyone have any idea what’s the matter thanks in advance
 
Will it power up normally if you keep squeezing the primer bulb? Fuel tank properly vented? Is the fuel filter located between the fuel pump and carbs, or on the fuel tank side?
 
Maybe the partially full filter is in fact NORMAL.-----After all it runs good at full throttle so the fuel pump must be working.-----Post your model # or a picture.----How long have you owned it ?----Any history on this motor ?
