US MARINE Force 15Hp Pull cord

I picked up this motor from my parents house. Little bit older, went to start it and the pull cord is stuck hanging, looked at trying to respin it with no luck. Does anyone have any information or the manual on how to replace the cord. Would like to see the motor running, ran when it was stored. Couldn’t find a lot on the model number. If anyone could help it would be greatly appreciated.

When I get this screw tight and try to spin the spring counter clockwise the spring goes so tight and then it slips, does this mean I need to replace the spring or am I doing something wrong?
