Adding auxiliary tank to pontoon

My current setup is a single 18 gallon tank in the transom toon. I need more range for a day of boating. I currently carry an additional 5 gallon tank, but don't like trying to pour gas while on the water. I'd like to add a plastic 6 gallon tank to the back deck and plumb into my fuel/water separator. My current plan is to use an antiphon fitting at the tank connection with a bulb between the tank and the separator. I believe I must use a shutoff to prevent the motor sucking air if the new tank is empty. Correct? Or (I'm not a fluid dynamic kind of guy), is there a way to plumb these two tanks (easily) so I can run them without me managing the flow? Also, for safety, if the new tank is strapped to my plywood deck with vinyl flooring, can I refuel in place or will static electricity require me to remove to refuel? Thanks in advance.
