1995 40 HP Force Trim don't hold down in reverse-- ???

My trim want hold down in reverse. When I put the boat in reverse the motor raise up out of the water...
Any thoughts on what I messed up?
 
What kind of system is it? Have you bled and filled the system? Is there a reverse lock screw in the pump body if so maybe it is out instead of in or vice versa.
