850 Merc flywheel/distributor timing

This is from the Mercury manual, make sure the flywheel hasn't been assembled incorrectly: also set the low speed needles 1 1/4 turns from closed then run motor in water in F to set the idle speed

You can check if the flywheel was bolted back on incorrectly by poking a screw driver in # one plug hole, rotating the piston to TDC, and seeing if it's near the mark.

I went back to check my work. With the screw driver the #1 is real close to TDC but not close to the marks on the flywheel. What gets me is the flywheel key way is lining up with the crankshaft slot so that has to be right. What am I missing?
 
Likely somebody loosened the 8 bolts and removed the outer flywheel assembly.------Then did not realize it has to go back on the same.--------Some companies would offset the holes to try and make it " dummy proof "
 
You are correct. Paint is worn off all the bolts. Get the 8 bolts out, #1 to TDC and realign the marks?
