Engine won't start without using Starter fluid

My mercury 90 hp efi engine won't start / turn over without my spraying the carberator first with starting fluid

I have changed the spark plugs and both fuel filters and the battery is fully charged.

Once it starts it can be restarted ok

Any suggestions as to what the problem is
