NS70A will not start

I recently acquired a NS70A outboard it cranks over but it does not start. It appears to have no fire to plugs, any suggestions to where to start looking for problem.
 
Whip out your trusty Factory service manual, and test the electrical system. Make sure the stop switch is not engaged.
 
I don"t have a service manual . Where is the stop switch located? Where can I get a service manual for this motor, it is a 1986 model ?

Paul, is this service manual still available from you for '86 Tohatsu 70A/B? Thanks!

I have two reprint manuals, $30.00 each plus postage. One is for the M50C/60A/70A2, the other is for the M55B/70A.
